Total war: attila army cap mod This mod will allow you and the AI to set up like 90 Armys total. However you will need still Generals/character to do so. My tip to avoid problems is, load a savegame with the mod, set up armys and save your game (do not end the turn), remove the mod and play on so the AI wont profit from the mod at all. You can repeat this at anytime.

Total war: attila food mod This mod will give the player 10000 food for any nation and difficulty level of the game. This mod also can be added and removed at any time without corrupting the savegame because it just adds a new modifier to the difficulty setting thats tells the game "give player 10000 base food". Works with all versions of the game.
